Abu Dhabi Launches Jiran Programme to Welcome New Residents and Strengthen Community Bonds

The Department of Community Development has unveiled an innovative volunteer initiative designed to help newcomers integrate into Abu Dhabi's communities whilst fostering meaningful connections among residents.
The Abu Dhabi Department of Community Development has launched Jiran, an ambitious volunteer programme conceived to facilitate the seamless integration of new residents into the emirate’s thriving communities. Unveiled during the Liveability and Investment Exhibition (LIVEX 2026), the initiative represents a collaborative endeavour involving the Emirates Foundation, the Abu Dhabi Real Estate Centre and Abu Dhabi Global Market.
Taking its name from the Arabic word for “neighbours”, Jiran embodies the UAE’s profound commitment to hospitality and inclusivity. The programme creates a structured framework through which trained volunteers welcome newcomers, answer queries and provide essential information regarding government services, educational institutions, healthcare facilities and community amenities across their neighbourhoods.
Beyond practical guidance, volunteers will introduce residents to local cultural initiatives and community events, whilst curated information resources offer insights into Abu Dhabi’s distinctive culture and way of life. New arrivals receive thoughtfully prepared welcome gifts featuring locally produced items, establishing a tangible connection to their adopted community from the outset.
The pilot phase will commence across three key locations: Yas Island, Saadiyat Island and Al Reem Island, operating in partnership with ADREC and ADGM. This measured approach will enable programme administrators to assess impact and refine methodologies before expanding to additional areas throughout the emirate.
Mohammed Hilal Al Balooshi, Executive Director of the Community Engagement and Empowerment Sector at the Department of Community Development, emphasised the programme’s significance: “The Jiran programme reflects DCD’s vision of building stronger, more connected communities by encouraging meaningful relationships and a culture of community participation.” He further noted that the initiative embodies UAE values of solidarity, cooperation and tolerance whilst strengthening Abu Dhabi’s reputation as an inclusive destination.
Rashed Abdulkarim Al Blooshi, Chief Executive Officer of the Registration Authority of ADGM, highlighted his organisation’s commitment to nurturing vibrant community connections within its jurisdiction. Similarly, Ghazi Saeed Al Ateibi of the Real Estate Transactions Sector underscored that successful property markets extend beyond transaction volume to create environments where people choose to establish their futures.
The Emirates Foundation will assume responsibility for recruiting and training volunteers, overseeing implementation and supporting the programme’s eventual expansion across Abu Dhabi. Mohamed Al Hosani, Director of the Leadership and Empowerment Department at the Foundation, confirmed this commitment to equipping volunteers with necessary skills to deliver a welcoming experience for newcomers.
