Dubai Land Department Reinforces Emirates’ Position as Premier Global Investment Destination at RISE 2026

Strategic government participation at international summit underscores Dubai's competitive real estate ecosystem and commitment to sustainable economic growth.
Dubai Land Department participated as a strategic government partner at the RISE 2026 summit, a prestigious gathering of international institutional investors, sovereign wealth fund representatives, government leaders and industry decision-makers convened at Dubai World Trade Centre. The event, held under the official slogan ‘Recharging Momentum in Global Economies,’ brought together more than 300 global figures to examine capital flows and their implications for cities and real estate markets.
Omar Hamad BuShehab, Director General of Dubai Land Department, delivered the official opening address, emphasising Dubai’s distinguished capacity to attract investment and transform opportunity into enduring sustainable growth. He articulated the emirate’s long-term economic vision, advanced infrastructure, competitive business environment and robust public-private partnerships as foundational pillars of its investment appeal.
In his remarks, BuShehab highlighted the remarkable trajectory of Dubai’s real estate sector, noting that in the first half of 2026 alone, 104 real estate projects reached completion, valued at more than AED111 billion, representing a 52 per cent increase in value compared with the corresponding period in the preceding year. He underscored the sector’s role in urban and community development whilst advancing the Dubai Economic Agenda D33 and the Dubai Real Estate Sector Strategy 2033.
The summit provided a platform for comprehensive discussion of the regulatory frameworks, transparency mechanisms and digital transformation initiatives that distinguish Dubai’s real estate environment. Majid Saqr Al Marri, Chief Executive Officer of the Corporate Support Sector at Dubai Land Department, participated in a panel discussion titled ‘From Vision to Value: Shaping the Future of Dubai’s Real Estate Sector,’ exploring how these elements protect investor rights and enhance market attractiveness.
Al Marri highlighted Dubai Land Department’s commitment to strengthening collaboration across the real estate ecosystem whilst presenting initiatives designed to align with evolving market requirements. He drew attention to factors underpinning Dubai’s investment appeal, including its advanced regulatory environment, efficient infrastructure and diversified property opportunities.
Among the initiatives supporting market competitiveness, Al Marri outlined the First Time Home Buyer programme, which facilitates the transition from rental to homeownership and strengthens residents’ long-term connection to Dubai. He further emphasised Dubai Land Department’s continued development of an integrated digital ecosystem, encompassing the Initial Registration platform for developers, the Dubai REST app for service accessibility and the Malik artificial intelligence assistant, collectively enhancing customer experience and market transparency.
