Dubai Maritime Authority Establishes Comprehensive Framework for Leisure Anchoring and Recreational Safety

A transformative regulatory initiative introduces standardised guidelines for leisure anchoring and recreational mooring buoys, reinforcing Dubai's commitment to navigational excellence and sustainable maritime growth.

The Dubai Maritime Authority, operating under the Ports, Customs and Free Zone Corporation, has unveiled a comprehensive regulatory initiative designed to elevate standards across the emirate’s recreational marine sector. The forward looking framework represents a significant advancement in establishing clear, unified guidelines governing leisure anchoring practices and the deployment of recreational mooring buoys throughout Dubai’s waters.

Sheikh Dr. Saeed bin Ahmed bin Khalifa Al Maktoum, Chief Executive Officer of the Dubai Maritime Authority, articulated the initiative’s profound significance: “This initiative strengthens navigational safety and ensures the orderly use of leisure anchoring areas and recreational mooring buoys in Dubai waters. It supports the sustainable growth of recreational maritime activities and ensures that regulations and guidance are clear to all stakeholders, underlining Dubai’s commitment to consolidating its position as a global hub for safe and well-regulated marine activities.”

The centrepiece of this strategic endeavour is Circular No. (35) of 2026 Regarding the Guidelines for Leisure Anchorage and Recreational Mooring Buoys in Dubai Waters. This comprehensive framework encompasses a unified approach to safety standards, regulatory efficiency and environmental stewardship, establishing protocols that apply to all stakeholders within the recreational maritime ecosystem, including vessel proprietors, operators, marine service providers and mooring facilities.

The guidelines are meticulously structured to ensure that anchoring practices adhere to internationally recognised safety protocols and marine environmental protection requirements. They establish clear procedures for navigational safety compliance, including adherence to collision prevention regulations and the principles of exemplary seamanship. The framework equally emphasises the imperative of environmental protection and the prevention of practices that might compromise marine ecosystems.

This regulatory advancement reflects the Dubai Maritime Authority’s strategic vision to cultivate a thriving maritime ecosystem whilst maintaining the highest standards of safety and operational excellence. Through coordinated collaboration with governmental partners and private sector stakeholders, the Authority has developed a framework that harmonises regulatory rigour with support for the sector’s continued expansion and prosperity.

The initiative underscores that maritime safety constitutes a collective responsibility. All individuals engaging in recreational activities at sea are encouraged to maintain exemplary compliance with established guidelines, promptly report any incidents or emergencies, and embrace the principles of safe and sustainable maritime practice. This shared commitment to excellence positions Dubai as a preeminent global destination for recreational marine activities, distinguished by its unwavering dedication to safety, efficiency and service excellence.
