Dubai Police Convenes International Specialists to Combat Human Trafficking

The twelfth edition of Dubai Police's Human Trafficking Specialist Programme brings together 66 experts from nine nations to enhance regional capabilities in tackling modern slavery and forced labour.
Dubai Police, through its General Department of Human Rights, continues to advance its commitment to combating human trafficking with the ongoing twelfth edition of its flagship Human Trafficking Specialist Programme. The initiative has assembled 66 specialists representing nine countries across the Gulf Cooperation Council and Arab regions, reflecting the growing international focus on addressing this grave humanitarian challenge.
Organised in partnership with the National Committee to Combat Human Trafficking, the Dubai Judicial Institute and the United Nations Office on Drugs and Crime for the Gulf Cooperation Council region, the programme represents a sophisticated collaborative approach to building regional expertise. During its second week of delivery, participants engaged in comprehensive examination of forced labour, exploring both its conceptual foundations and criminalisation under international and regional legal instruments.
Dr Ehab Abdelhamid El Meniawy, an international expert from the United Nations Office on Drugs and Crime serving the GCC region, provided detailed instruction on the constituent elements of forced labour offences, criminal liability frameworks, and the international legal architecture governing prevention efforts. His sessions illuminated the institutional and policy landscapes across participating nations, emphasising the importance of coordinated governmental responses.
The programme curriculum extended to innovative investigative methodologies, with international expert Muhannad Fayez Al Dweikat, Regional Coordinator of Anti Human Trafficking Programmes at the United Nations Office on Drugs and Crime for the GCC region, addressing the application of artificial intelligence in trafficking investigations. Participants also gained specialised knowledge in parallel financial investigations and electronic banking analysis, recognising the essential role of sophisticated investigative tools in prosecuting trafficking networks that increasingly operate through complex financial channels.
The expansion of participant numbers to 66 specialists underscores the programme’s evolving significance within the regional security landscape. All attendees bring professional expertise in human trafficking prevention, detection and investigation, positioning them as key agents of change within their respective organisations and nations upon programme completion.
This initiative exemplifies Dubai Police’s sustained commitment to international cooperation and capacity-building, demonstrating the UAE’s dedication to protecting vulnerable populations and dismantling trafficking networks at their source.
