KHDA Establishes Tripartite Education Councils to Amplify Voices of Students, Parents and Educators

The Knowledge and Human Development Authority has formed three new councils bringing together representatives from Dubai's private education community to shape policy and enhance learning experiences.
The Knowledge and Human Development Authority (KHDA) has established three collaborative councils designed to strengthen engagement across Dubai’s private education sector and advance the objectives of Dubai’s Education 33 Strategy.
The newly formed Dubai Parents Council comprises 15 parents representing families enrolled in private schools, whilst the Dubai Educators Council brings together 15 teachers and education professionals from across the sector. Complementing these initiatives, KHDA has approved the second cohort of the Dubai Students Council for the 2026–27 academic year, comprising 16 students from Grades 9 to 12.
The formation of these councils reflects a commitment to inclusive governance within Dubai’s education system. The selection process was notably rigorous, with KHDA receiving 131 nominations for the Students Council, 152 for the Parents Council, and 160 for the Educators Council. Candidates were assessed through structured evaluation criteria and transparent methodology, ensuring representation across the community, including nominations from Emirati educators.
Dr Amna Almaazmi, Chief Executive Officer of Growth and Human Development at KHDA, emphasised the significance of this collaborative approach. “These councils reflect our belief that shaping the future of education is a shared responsibility. By bringing together the voices of students, families and educators, we can build an education system that is responsive to the needs and aspirations of our community,” she stated.
Each council serves distinct yet complementary functions. The Dubai Students Council provides a platform for young learners to engage directly with KHDA, ensuring student perspectives inform education policy development. Members will contribute their aspirations, experiences and insights on creating supportive learning environments.
The Dubai Parents Council unites Emirati and expatriate families to address shared educational priorities, strengthen partnerships between schools and families, and contribute to policies supporting both student learning outcomes and family wellbeing.
The Dubai Educators Council offers an advisory platform enabling teachers and education professionals to share evidence-based insights from their classroom and leadership experience. Their contributions will inform policy development, support sector-wide inclusion initiatives, and shape programmes that enhance teacher wellbeing and educational quality.
All council memberships run for one year from the official appointment date, with members eligible to apply for a second term subject to performance review and continued eligibility. All positions are voluntary and unpaid.
