Ministry strengthens Emiratisation integrity with detection of 377 irregular cases

The Ministry of Human Resources and Emiratisation has identified nearly 400 instances of improper employment practices, reinforcing its commitment to authentic talent development across the private sector.
The Ministry of Human Resources and Emiratisation (MoHRE) has identified 377 cases of irregular Emiratisation practices across 266 private-sector companies during the opening months of 2026, utilising advanced field and digital monitoring systems to safeguard the integrity of national employment initiatives.
Legal proceedings have been initiated against the implicated establishments in accordance with applicable legislation and Cabinet Decision No. 43 of 2025, which addresses administrative violations connected to the Emirati Talent Competitiveness Council’s programmes. The Ministry has emphasised that these cases represent isolated instances rather than systemic deficiencies within the UAE’s labour framework.
Genuine Emiratisation, as the Ministry clarifies, demands an authentic and productive employment relationship characterised by meaningful responsibilities, substantive duties and a structured career trajectory that cultivates professional capabilities and competencies amongst Emirati personnel.
The practice of registering Emirati citizens with establishments and issuing associated documentation without legitimate employment relationships poses significant risks to the labour market ecosystem. Such arrangements distort employment data, misappropriate resources designated for authentic employment opportunities, diminish genuine professional development prospects for national talent, and create competitive disadvantages for conscientious enterprises committed to developing local expertise.
MoHRE has reinforced its expectation that private-sector establishments operate in full compliance with Emiratisation objectives and has urged Emirati citizens to refrain from participating in employment arrangements lacking substantive work commitments. The Ministry recognises that both institutional compliance and individual responsibility are essential to maintaining system integrity.
To strengthen oversight capabilities, the Ministry is advancing its verification and monitoring infrastructure through sophisticated digital systems and data analytics. These technological enhancements enable the identification of irregular practices, provide enhanced protection for Emirati employees, support compliant establishments, and reinforce confidence in the Emiratisation framework.
