Mohammed bin Rashid Leadership Forum Charts Dubai's Ambitious Path Forward

Government and private sector leaders convene to explore innovation, infrastructure and economic diversification across aviation, finance, real estate and tourism

The Mohammed bin Rashid Leadership Forum brought together an distinguished assembly of government and private sector leaders to reflect upon Dubai’s considerable achievements and contemplate the multifaceted opportunities that shall shape the emirate’s forthcoming phase of development. Organised by the Mohammed bin Rashid Centre for Leadership Development, the forum provided an intellectually enriching platform for dialogue spanning tourism, trade, finance, aviation, real estate and urban development, with participants examining transformative infrastructure initiatives, emerging technologies and the evolving global landscape.

Central to the forum’s mission was the strengthening of partnerships and the cultivation of knowledge exchange, thereby advancing Dubai’s preeminent position across diverse sectors whilst exploring future pathways that shall reinforce the emirate’s international competitiveness and leadership. A cornerstone initiative, ‘Coffee with a Leader’, convened 36 graduates of the centre’s prestigious leadership programmes with 12 prominent Dubai government leaders, fostering meaningful dialogue and intergenerational knowledge transfer across sectors ranging from security and media to culture and human development.

Within the financial sector, discussions explored global transformations and Dubai’s readiness to strengthen its position as a leading global financial centre. The Department of Finance underscored the emirate’s integrated financial ecosystem, underpinned by effective fiscal policies, a flexible legislative and regulatory environment and openness to international markets. Participants emphasised that financial centre competitiveness now extends beyond transaction volumes to encompass innovation, talent attraction and technological advancement, with public-private partnerships proving integral to advancing sustainable fiscal frameworks and supporting the objectives of the Dubai Economic Agenda D33.

Dubai Municipality presented an ambitious vision for the emirate’s future, including the transformative AED 30 billion ‘Tasreef’ project to enhance rainwater drainage infrastructure. By 2040, Dubai aspires to plant 3.5 million trees, expand green spaces to 187 square kilometres and achieve 11 square miles of green space per capita, whilst ensuring that 100 per cent of waste is diverted from landfills. Recognised as the world’s cleanest city for the sixth consecutive year, these initiatives underscore Dubai’s unwavering commitment to sustainable urban development.

The forum examined Dubai’s real estate sector, emphasising the importance of effective partnership between regulators, developers and investors in responding to evolving market dynamics and investor requirements. Real estate leaders stressed the necessity of stronger collaboration and coordinated efforts to sustain growth amid rapidly changing international investment patterns.

Al Maktoum International Airport emerged as a centrepiece discussion, with its first development phase accommodating approximately 150 million passengers annually by 2032, ultimately reaching 260 million passengers and 12 million tonnes of cargo capacity. Serving as the focal point of an integrated aerotropolis, the project shall strengthen multimodal connectivity and international trade whilst incorporating sustainability, technological innovation and operational resilience.

DP World’s evolution into a global logistics network operating more than 80 ports across six continents, employing over 125,000 people and handling approximately 10 per cent of global container trade, exemplified Dubai’s transformation into a premier international commerce hub. The group’s strategic focus upon integrating ports, maritime services and inland infrastructure demonstrates the emirate’s commitment to anticipating global changes and strengthening supply chain resilience.

The Dubai International Financial Centre’s ambitious Zabeel District expansion, valued at over AED 100 billion, shall double the centre’s capacity through a 17.7 million square feet development accommodating 42,000 companies, 125,000 professionals and 4,000 residential units. The project incorporates a substantial innovation hub and purpose-built artificial intelligence campus, positioning Dubai at the forefront of technological advancement and financial innovation.

Tourism leaders emphasised Dubai’s transformation into a leading global destination through visionary leadership and strategic planning, with the sector’s success extending beyond visitor numbers to encompassing lasting experiences that inspire return visits and investment. The discussions highlighted innovation in artificial intelligence, personalised services and infrastructure development as priorities for sustaining growth aligned with the Dubai Economic Agenda D33 and the 2040 Urban Master Plan.
