MoHESR Elevates Educational Oversight Through Advanced Digital Monitoring and Risk-Based Framework

The Ministry of Higher Education and Scientific Research has substantially strengthened its regulatory architecture, employing artificial intelligence and data-driven methodologies to safeguard student welfare and institutional excellence across the UAE's higher education sector.

The Ministry of Higher Education and Scientific Research continues to evolve its regulatory framework through an increasingly sophisticated approach that integrates modern technological capabilities with comprehensive oversight mechanisms. This advancement reflects a deliberate shift from reactive compliance monitoring towards a preventative model centred on early detection and strategic risk management.

Throughout 2025 and 2026, the Ministry has demonstrated remarkable refinement in its regulatory methodology, transitioning from a focus on violation identification to an integrated system that prioritises risk prevention and institutional support. The results of this transformation underscore the Ministry’s commitment to maintaining the highest standards within the UAE’s educational ecosystem.

Central to this enhanced framework is the deployment of artificial intelligence tools and digital monitoring systems that continuously track published advertisements and academic practices. During 2026 alone, the Ministry monitored 3,970 digital advertisements, identifying 88 instances of non-compliance and achieving an overall compliance rate of approximately 98%. This systematic approach enables swift intervention and prevents the proliferation of misleading information.

The Ministry’s regulatory activities have encompassed 228 comprehensive inspection campaigns throughout the year, verifying institutional adherence to established requirements and regulations. These efforts generated 32 corrective action plans addressing identified observations, with an 84% closure rate reflecting institutional commitment to remediation and continuous improvement.

Particularly noteworthy is the Ministry’s collaborative work with the Ministry of Human Resources and Emiratisation, through which nearly 90 field visits assessed the quality of practical training provided to higher education students. This coordinated oversight verified training experiences for 441 students across 90 institutions and companies, ensuring alignment with approved requirements and safeguarding student welfare.

The Ministry’s comprehensive regulatory scope encompasses institutional licensing, academic programme accreditation, advertising accuracy and transparency, educational quality assurance, academic integrity verification, and practical training oversight. This multifaceted approach operates within the framework of Cabinet Resolution No. (143) of 2026, which establishes graduated enforcement measures that support institutional improvement while maintaining unwavering commitment to educational excellence and student protection.
