National Human Rights Institution Assesses Worker Living Standards at ICAD Residential City

A delegation led by the NHRI Chairperson has conducted a comprehensive review of accommodation facilities and services at ICAD Residential City, reinforcing the Emirates' commitment to worker welfare and dignity.
The National Human Rights Institution has completed a detailed assessment of living conditions at ICAD Residential City in Abu Dhabi’s Mussafah area, undertaking an extensive evaluation of worker accommodation standards and the quality of services delivered to residents.
Led by Dr. Salem Suhail Al Neyadi, Chairperson of the NHRI, the delegation conducted inspections encompassing housing availability, environmental safety standards and the provision of essential amenities. The visit reflected the institution’s ongoing commitment to monitoring conditions that enable workers to enjoy dignified and stable lives within appropriate residential environments.
The assessment extended beyond basic shelter provision, examining comprehensive aspects of daily living standards including health facilities, food safety protocols, preventive measures and emergency management procedures. The delegation engaged directly with residents, gathering feedback on their accommodation experiences and the services available to them, thereby gaining insight into both current conditions and future requirements.
A multidisciplinary team accompanied the delegation, including technical specialists from the Abu Dhabi Emergency, Crisis and Disaster Management Centre, the Department of Health – Abu Dhabi, the Abu Dhabi Agriculture and Food Safety Authority, and the Abu Dhabi Civil Defence Authority. This collaborative approach enabled specialised technical evaluations of health standards, food safety compliance, safety protocols and emergency response capabilities across the residential environment.
Dr. Al Neyadi underscored that field-based monitoring of worker conditions constitutes a fundamental element of the NHRI’s mandate to safeguard and advance human rights protection. He emphasised that adequate housing encompasses far more than physical shelter, extending to the provision of healthy, secure environments that preserve human dignity whilst guaranteeing access to essential services in compliance with established quality standards.
The NHRI acknowledged the efforts of ICAD Residential City’s management team and collaborated government entities, commending their demonstrated commitment to improving service standards and creating exemplary living environments that meet the highest benchmarks for quality, safety and public health. Dr. Al Neyadi highlighted how this cooperation exemplifies a principled dedication to protecting worker rights and enhancing quality of life across the emirate.
The visit forms part of the NHRI’s systematic national field visit programme, which prioritises monitoring worker living and working conditions, assessing enjoyment of rights relating to health, safety and dignified existence, and attending to resident perspectives. Such efforts strengthen the institution’s role in protecting and promoting human rights in accordance with the Paris Principles.
