The art of diplomacy: how Sharjah builds lasting bridges across the world

Sheikh Fahim bin Sultan Al Qasimi explains how the emirate's distinctive cultural identity and development story form the foundation of its international relationships, rooted in direct dialogue and genuine human connection.

Diplomacy, in its truest sense, begins not with formal protocols or carefully worded statements, but with a profound understanding of one’s own place in the world. This is the philosophy that guides Sharjah’s approach to international relations, according to Sheikh Fahim bin Sultan Al Qasimi, Chairman of the Department of Government Relations and Chairman of the Higher Committee for Economic Integration in Sharjah.

Speaking at a session titled “Sharjah: Building Bridges with the World” held at House of Wisdom in collaboration with the International Relations Society at the University of Sharjah, Sheikh Fahim articulated how the emirate’s engagement with global partners is fundamentally rooted in its identity, cultural values and development experience. The vision of H.H. Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, underpins this distinctive approach, one characterised by genuine dialogue and the construction of meaningful connections that transcend transactional exchange.

“Effective diplomacy begins with a thorough understanding of one’s own country and culture, alongside an awareness of global affairs,” Sheikh Fahim explained. For his own role in representing Sharjah on the international stage, this means maintaining what he describes as a “very deep and wide understanding” of developments across the emirate. When opportunities arise through meetings with ambassadors and international partners, he is able to connect them with the right people, institutions and initiatives that embody Sharjah’s vision and capabilities.

The methodology is deceptively simple yet profoundly effective. Sheikh Fahim spoke of personally guiding first-time visitors on journeys across Sharjah, sharing the emirate’s narrative through its physical landscape and lived experience. This includes its historical foundations, urban development, University City, investment in culture and education, and environmental progress. By positioning contemporary development within the broader story of the emirate, visitors develop not merely intellectual understanding but emotional engagement. The objective, he emphasised, is to inspire genuine curiosity about Sharjah and, through that personal connection, forge relationships built on authentic understanding rather than mere political expediency.

As the emirate continues its cultural renaissance, with recent initiatives such as Sharjah’s Film Festival for Children and Youth drawing international participation from 38 countries, and creative professionals gathering for the Animation and Comics Conference, these cultural platforms serve as natural extensions of Sharjah’s diplomatic strategy. They embody the emirate’s commitment to cultural exchange and position it as a centre of intellectual and creative discourse.

Notably, Sheikh Fahim stressed that effective diplomacy remains fundamentally rooted in direct human relationships, even as digital communication reshapes global interaction. He reflected on instances where direct communication and mutual trust enabled constructive dialogue with international partners, achieving mutual understanding in circumstances that might otherwise have remained fractious. Much of diplomacy, he observed, transpires away from public view; its true impact lies in facilitating cooperation, expanding partnerships and sustaining relationships across time and changing circumstances.

What it means for Abu Dhabi

Sharjah’s approach to international relations offers valuable insights for the broader UAE strategy of leveraging cultural identity and authentic engagement in global partnerships. The emirate’s emphasis on direct dialogue and personal connection reflects a distinctly Emirati diplomatic philosophy that prioritises understanding and trust over transactional arrangements.

As the UAE continues to expand its international presence across technology, culture and economic sectors, Sharjah’s model demonstrates the enduring value of grounding diplomatic efforts in a deep understanding of national identity and development priorities. This approach strengthens not only bilateral relationships but also enhances the UAE’s collective reputation as a thoughtful, culturally aware global partner.
