UAE and Timor-Leste Strengthen Diplomatic Partnership with Focus on Digital Innovation and Water Security

Minister of State Noura Al Kaabi welcomed her counterpart from the Democratic Republic of Timor-Leste to advance shared priorities including government digitalisation and sustainable water management.
Noura bint Mohamed Al Kaabi, Minister of State, received Bendito dos Santos Freitas, Minister of Foreign Affairs and Cooperation of the Democratic Republic of Timor-Leste, in Abu Dhabi on 2nd October 2026. The reciprocal engagement follows Ms Al Kaabi’s official visit to Timor-Leste on 31st August 2026, underscoring the growing warmth of bilateral relations between the two nations.
The ministerial discussion encompassed a comprehensive array of substantive topics of mutual benefit. Both delegations reaffirmed their commitment to advancing tangible progress across government digitalisation initiatives, strengthening the cultural and interpersonal bonds between their peoples, and addressing the critical challenge of water security.
Water security emerged as a focal point of particular significance in the dialogue. The two ministers discussed strategies for expanding cooperative frameworks in this essential domain, with particular reference to the forthcoming United Nations Water Conference. This prestigious international gathering will convene in Abu Dhabi from 8th to 10th December 2026, jointly hosted by the United Arab Emirates alongside Senegal—underscoring Abu Dhabi’s role as a convener of global solutions to transnational challenges.
Beyond these thematic priorities, the ministers engaged in a candid exchange of perspectives on regional developments of consequence to their respective geographies. The discussion encompassed matters affecting the stability, prosperity and diplomatic architecture of both the Middle Eastern and Pacific regions, reflecting a sophisticated appreciation for how global challenges demand coordinated international responses.
