UAE Capital Market Authority Reinforces Emirates’ Standing as Premier Global Investment Hub

The Capital Market Authority has underscored the UAE's strengthened position as a destination for international capital, crediting economic resilience, sophisticated regulatory frameworks and responsive governance.
The UAE has firmly established itself as a globally competitive destination for capital investment, according to Waleed Saeed Al Awadhi, Chief Executive Officer of the UAE Capital Market Authority, who addressed delegates at the AFCM Annual Conference in Abu Dhabi.
Speaking during a fireside discussion centred on building market resilience and investor confidence, Mr Al Awadhi attributed the Emirates’ appeal to three interconnected factors: the fundamental resilience of the UAE economy, the sophistication of its legislative and regulatory framework, and its demonstrated capacity to adapt effectively to evolving market conditions.
The CMA Chief Executive highlighted a notable shift in how international investors now evaluate geopolitical considerations. Rather than applying broad-brush assessments of regional risk, sophisticated capital allocators have developed more nuanced methodologies for identifying, pricing and integrating geopolitical factors into investment decisions. Recent meetings with major asset managers, banks and financial institutions across Hong Kong, India and other key markets have revealed this recalibration in investor sentiment towards the region.
Mr Al Awadhi emphasised that market resilience depends not upon isolated regulatory measures, but upon an integrated ecosystem encompassing effective supervisory response to economic developments, investor access to reliable information, continuous market operation and institutional transparency. He identified transparency, accurate disclosure and operational continuity during periods of stress as foundational pillars of this framework.
The Authority has adopted innovative regulatory approaches suited to contemporary market requirements, responding to unprecedented regional circumstances through collaborative coordination with trading venues and market participants. This philosophy extends to what Mr Al Awadhi described as an enabling regulatory model—positioning supervision as a facilitator of capital attraction whilst maintaining robust investor protection standards.
Recognising that regulatory reform must remain an ongoing endeavour rather than a singular exercise, the CMA maintains continuous engagement with Abu Dhabi Securities Exchange, Dubai Financial Market and industry stakeholders to identify and eliminate regulatory gaps. This collaborative approach proved instrumental in developing the comprehensive Virtual Assets Framework, implemented in April 2026, which facilitates innovation in emerging financial instruments whilst preserving market integrity and investor safeguards.
Regulatory predictability constitutes another cornerstone of effective supervision. The CMA conducts international regulatory roadshows commencing with peer regulator engagement, followed by investor and institutional consultations, affording the global investment community enhanced visibility into forthcoming regulatory direction and legislative developments.
Mr Al Awadhi stressed that regulatory clarity, combined with flexibility and appropriate supervisory mindset, supports sustainable economic development. He cautioned that regulators operating in isolation from market participants cannot adequately respond to evolving needs, emphasising instead the value of gradual, carefully considered reform implemented through meaningful stakeholder consultation.
International cooperation through bilateral and multilateral regulatory relationships remains central to the CMA’s strategy for expanding capital flows and attracting additional international listings to the Emirates.
