UAE Leads Historic Global Dialogue on Strategic Principles for the Agentic AI Era

The Emirates has assumed a pioneering role in shaping the future of strategic government work worldwide, convening global experts to establish shared principles for harnessing artificial intelligence in decision-making and foresight.
The United Arab Emirates has assumed the vanguard position in leading a transformative global dialogue, undertaken in partnership with the World Economic Forum, to establish the Global Principles for Strategy in the Agentic AI Era. This comprehensive framework is designed to guide governments and institutions as they reimagine strategic planning, decision-making and the deployment of artificial intelligence in pursuit of more discerning, evidence-informed choices.
Agentic AI systems represent a significant evolutionary leap, possessing the capacity to reason, coordinate and act with considerably greater autonomy than conventional tools that merely respond to human instruction. The principles being developed will address the methodical application of these capabilities within the sphere of strategic planning and institutional decision-making.
The dialogue commenced on 13 October 2026, during the Annual Meeting of Global Future Leaders in Dubai, an occasion that provides an influential platform for an emerging generation of leaders to chart visionary pathways and cultivate transformative opportunities within an increasingly complex and dynamic global landscape.
These principles constitute a cornerstone initiative of the Global Strategic Intelligence Programme, an enduring and valued partnership between the Emirates and the World Economic Forum dedicated to strengthening governmental capacity in strategic intelligence, foresight, and decision-making whilst simultaneously advancing innovative models and methodologies for strategic endeavour.
Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, has underscored that the Emirates’ leadership of this international dialogue reflects the nation’s forward-thinking vision and transformative role in reshaping the trajectory of strategic government work on a global scale. Through convening a distinguished assembly of experts, decision-makers and thought leaders, the Emirates endeavours to cultivate shared principles that remain contemporaneous with the accelerating pace of artificial intelligence advancement, thereby enhancing governments’ capacity to anticipate emerging futures and enabling the development of more sophisticated, nimble and proactive strategies.
The Deputy Minister further emphasised the Emirates’ dedication to fostering international consensus on the frameworks and practices that should govern the application of artificial intelligence within strategic work. This commitment reflects the nation’s conviction that such governance strengthens governmental ability to perceive change, bolster resilience and preparedness, and institutionalise an integrated methodology encompassing future foresight and data, knowledge, analysis and evidence-driven decision-making.
Stephan Mergenthaler, Managing Director and Chief Technology Officer of the World Economic Forum, affirmed that agentic AI represents a fundamental transformation in how governments anticipate change and formulate consequential strategic decisions. He characterised the emerging global principles as a critical opportunity to establish an aligned international framework ensuring these formidable capabilities are developed and deployed with appropriate responsibility and thoughtfulness.
The ambitious scope of this initiative transcends mere technological adoption. The principles are envisioned as an international reference standard, empowering governments and institutions to construct strategies demonstrating enhanced resilience to future transformation whilst translating knowledge and data into substantive, demonstrable outcomes.
