UAE's Human Rights Institution Advances Global Housing Rights Dialogue

The National Human Rights Institution has submitted a comprehensive report to the United Nations on localising adequate housing rights, showcasing the Emirates' integrated approach to sustainable community development.

The National Human Rights Institution (NHRI) has presented a detailed written submission to the United Nations Special Rapporteur on the right to adequate housing, contributing to a thematic report scheduled for presentation to the Human Rights Council during its 64th session in 2027.

The submission, titled “Localising the Right to Adequate Housing and the Role of Local Governments and Community-Led Initiatives,” reflects the NHRI’s commitment to strengthening its engagement with regional and international human rights mechanisms in accordance with the Paris Principles that govern national human rights institutions globally.

Translating Rights into Action

The NHRI’s report emphasises the critical importance of converting the right to adequate housing from an abstract principle into concrete policies and practical implementation. Key recommendations include integrating housing considerations into emergency response frameworks, strengthening protections for civilians and residential areas during conflicts, addressing property damage systematically, and establishing robust mechanisms for compensation and redress.

The institution has advocated for the development of integrated housing systems that expand the range of assistance mechanisms available, with particular attention to vulnerable populations requiring targeted support. The report underscores the necessity for collaborative partnerships spanning government agencies, private sector enterprises and civil society organisations, alongside enhanced knowledge-sharing between nations regarding effective housing policy approaches.

UAE’s Integrated Model

The submission highlights the Emirates’ distinctive experience in advancing housing rights through coordinated federal and local government efforts. The report illustrates how the UAE’s housing policies have evolved from direct housing provision to comprehensive community development initiatives that interconnect housing with urban planning, infrastructure development, essential services and family stability outcomes.

The NHRI has documented the various housing support mechanisms operational within the UAE, encompassing land grants, financial loans, housing services and digital platforms. This submission, arising from the NHRI’s second Board of Trustees term designated as the “Empowerment Term,” reinforces the institution’s strategic focus on deepening collaboration with established regional and international human rights frameworks whilst advancing the UAE’s progressive approach to securing fundamental housing rights for all residents.
